Your network is the total of people you know. If you make a list of all the people you know, even if very casually, it would reach hundreds or thousands. If every one of those people are aware that you are looking for a job they will be able to help you. One hundred people know at least ten thousand people. Somehow the info that you are looking for a job will get farther and you may get an interview. Employers prefer to hire this way because they will be hiring someone that they know and trust has recommended and that is always preferable to get a nice and total stranger.
You can start your network by different methods. The important thing is that you are always aware of your goal of getting new useful contacts. You can find those anywhere. Be it from a club of professionals, a seminar for updating your knowledge, a meeting with friends, etc. Be sure you have a business card. You will have to start giving that card everyday. If you make a new contact every day that would make about 350 contacts in the year. And as many opportunities of landing the dream job. The second best method is sending your Curriculum Vitae (CV) to the companies you are interested in, even if there is no position open at the moment. You find those in the yellow pages or the internet. You have better chances here because about 80% of the jobs are hidden. That is they are not published over the internet or journals. If you get your CV in a company and they need to find someone they would rather call you for an interview, than to place an add to ask for more CVs.
Be sure to send a good presentation letter and deliver it in person. Third better method of getting a job is to sign up in one or many recruitment agencies. Especially for women. Go figure. The hardest method is replying to an add over the internet or the journals. But go ahead and do it, there is a fierce competition, but if you are confident and follow the basic guidelines there is a good chance you will make it.
